Why have a broker?

Good for the city of Joliet for putting its insurance out to bid. I worked for several trucking companies over the past 35 years and we always bid on our insurance every two to three years. Premiums tend to go up in the second, third and fourth years of a policy. Usually you can get a good price, known as a low ball in the industry, for the first year if you change companies. Only thing, I wonder why the city has to deal with a broker. We always dealt directly with insurance companies.
