Year-end figures for 2007, released by the Elgin Park and Recreation Department, showed the facility brought in just more than $3 million in 2007, while incurring around $3.6 million in expenses -- a net loss of about $593,000.<br><br>

But since May 19, a steady string of drivers have been visiting one Elgin business certified to conduct tests.<br><br>
